The Insight & Enlight project set out to test the idea of a “eco-system for decision making in urban planning” containing two separately working methods for Stakeholder involvement – the Insight Wheel/Association Wheel, now named Rhythm (INSIGHT) and DecideIT now named Helision (ENLIGHT) – and the possibility of combining the pair to a holistic tool for involving citizens and other stakeholders into the planning processes to give input, support evaluation and decision making. The purpose was to close the gap between the politically driven urban planning and the knowledge and will of the community.

The deliverable at hand presents the results and analysis of the two co-creation workshops and is part of the Vinnova project “Insight & Enlight for a Public Decision Making Eco-System”.

eGovlab Stockholm University is the Work Package Leader of Work Package 1 “Cocreation of survey to analysis feedback loop”. The objective of this work package is a successful user-survey-to-analysis-to-user feedback loop in public decision-making by co-creating the design and the workflow of the toolset together with a representation of end-users.

When planning a city’s development, new buildings, neighborhoods, or the restoration of current ones, it is getting common for municipalities, regions and cities to include participatory governance and align the development process and expected outcomes with the needs and wishes of the affected citizens and other relevant groups of stakeholders.

This document includes the insights and learnings from Pilot study 1 in Stockholm, in the EU JPI Urban Planning project InSight & EnLIGHT – with the aim to democratize urban planning.

The aim of the research is to understand how city planning and policy can work in a participatory manner while integrating private companies, city planners and citizen into decision-making processes. This integration is called “co-production” and the project is dealing with various methods of co-production such as collecting knowledge from the citizen through so-called “association wheel” or involving various stakeholders with different interests and developing compromise solutions with the help of so-called “multi-stakeholder multi-criteria decision analysis”.

When planning new buildings, neighborhoods, or the restoration of current ones, it seems reasonable for the municipality to align the expected outcomes with the needs and wishes of the affected citizens and other relevant groups of stakeholders. In the following, a brief overview of a process, based on both qualitative and quantitative data, which can inform public decision making is presented. The process bridges two already established methods, namely Allies’ Association Wheel (AW) and Preference’s decision analysis framework, commonly referred to the Delta Multiple Criteria Framework (DMC) from one of its earliest decision evaluation methods. This deliverable reports upon how to enable for how to bridge these two methodologies for an initial pilot case of the project.

The aim of our research was to understand patterns of participatory governance of the city planning of Vienna and of Stockholm and to provide new solutions for stakeholders’ engagement and public participation. We also focused our research on understanding of the existing possibilities for engagement of various stakeholders as well as citizen into decision-making processes.

Our research was guided by four major research questions:

1. Which methods of co-creation exist in the city planning of the municipality of Vienna?

2. How feedback from citizen on contested issues is integrated?

3. What are the differences in views about participation of various political parties?

4. What are perceptions on drivers and barriers for stakeholders’ engagement into urban development?
